PROJECT BACKGROUND
The U.S. Environmental Protection Agency (EPA) received funding from the Inflation Reduction Act (IRA) which appropriated $5 billion to support the development and implementation of climate action plans to reduce greenhouse gases (GHG) called the Climate Pollution Reduction Grants (CPRG) Program. This dual-phased program allows EPA to work in partnership with states, territories, local, and tribal officials to advance important goals in climate action planning and implementation.
Phase 1 - Planning Grants: The IRA provided $250 million for eligible entities to develop climate action plans to reduce GHGs.
Phase 2 - Implementation Grants: The IRA provided $4.6 billion for grants to implement measures from the GHG reduction plans developed with the planning grant funding.
The Tampa-St. Petersburg-Clearwater MSA was awarded $1 million in non-competitive planning grants through the CPRG Program. This program emphasizes the need for regional collaboration across the MSA. With a mission aligning with that need, the Tampa Bay Regional Planning Council was best suited to lead this 4-year project for the EPA's CPRG.
Covering Hernando, Hillsborough, Pasco, and Pinellas Counties, the Tampa-St. Petersburg-Clearwater MSA has 36 jurisdictions in it.
The purpose of the Clean Air Tampa Bay Comprehensive Climate Action Plan is to advance a unified, equitable, science-based approach to climate mitigation and resilience across Hernando, Hillsborough, Pasco, and Pinellas Counties. Led by the Tampa Bay Regional Planning Council, this plan brings together local governments, agencies, non-government organizations, and community-based organizations to reduce greenhouse gas emissions and prepare for climate impacts to our region.
