Stakeholder Engagement involves organizations in climate planning efforts such as environmental protection, energy, utilities, transportation, housing, waste management, land use planning, and government entities.

Community Engagement involves groups and the public in the climate action plan development such as urban, rural, and underserved or disadvantaged communities as well as the general public, federally recognized tribes, labor organizations, community and faith-based organizations, and private sector and industry representatives.
