The Clean Air Tampa Bay Team designed action plans to highlight available resources and programs, gaps in planning, and the measures needed to achieve the Tampa-St. Petersburg-Clearwater MSA's 75% GHG reduction by 2050.
The Tampa Bay Regional Planning Council (TBRPC) received the $1 million planning grant funding from the EPA, through Phase I of the CPRG program, to lead the Tampa-St. Petersburg-Clearwater MSA climate action plan development. Phase I is a four year grant period that requires the recipient to develop a Priority Climate Action Plan (PCAP), a Comprehensive Climate Action Plan (CCAP), and a Status Report.
From August 2023-February 2024 the PCAP was developed with technical assistance from ICLEI, University of South Florida, and Sustany. After the PCAP was published the following March, development of the CCAP began. The PCAP is considered a first-phase assessment, and is fully integrated into the CCAP, which was completed in February, 2026.
ClearPath 2.0 was an essential tool when determining the MSA's GHG inventory, projections, and path to 75% reduction. Designed by ICLEI and ClimateView, this program allows local governments to visualize how climate action impacts their region. This tool, with technical assistance from ICLEI, was utilized by the Clean Air Tampa Bay Team to calculate predicted emissions changes within the MSA during a Business as Usual Scenario (BAU), as well as if the Transition Targets are achieved.
Moving forward, the Clean Air team will be continually monitoring emissions changes in the region and documenting them through the tool. The dashboard is publicly available for stakeholders to reference when designing action plans specific to their region.
