Stakeholder Engagement involves organizations in climate planning efforts such as environmental protection, energy, utilities, transportation, housing, waste management, land use planning, and government entities. 

Community Engagement involves groups and the public in the climate action plan development. The input of public and private organizations, as well as the general public, are all necessary when developing plans to mitigate pollutants.
